Assume you have met a business broker in an area of your interest, how much may you rely upon the broker’s evaluation of the business?

Start with the understanding that the broker represents the seller!   The seller wants the best price possible.  It is your job to validate the price since is your money.  Without a Business Plan justifying the price, you won’t get financed.  Saying that a Buyer can improve a Prospective Seller’s numbers means nothing with a Business Plan.
